Google Play requires eligible new personal developer accounts (created after November 13, 2023) to run a closed test before requesting production access. It's one of the most common hurdles developers hit on the way to launch — so it helps to understand exactly what the requirement is and how to meet it.
The closed testing requirement
Eligible accounts must run a closed test with at least 12 testers opted in continuously for at least 14 days before requesting production access. Requirements can differ by account type, so check what applies to yours. This requirement exists to ensure app quality on the Play Store.
How closed testing works
The closed testing process involves creating a testing track in the Google Play Console, adding testers, and publishing your release. Testers install the app through the testing link and use it as they normally would.
